Emergency Reduction in Operations Procedure
Responsibility Action
Executive Director, Division of Public Safety and Security (DPSS) Analyze emergency conditions and assess level of risk, consulting with the Incident Response Team (IRT). Recommend to the President whether appropriate safety messaging and/or reductions in operations should be considered. Carry out the Emergency Operations Plan (EOP).
President or Designee Make decisions to either continue to observe impending conditions or reduce operations.
Units Annually review unit Continuity of Operations Planning (COOP) and identify critical services and critical employees. Inform employees annually of their critical status designations.
Critical Employee Expected to work. Report to work on-site if required by the unit’s COOP. Otherwise, work remotely.
Non-critical Employee Do not report to work on-site. Employees working remotely should continue to work remotely. Employees who typically work on-site should also work remotely if they are able to do so. Employees who cannot perform their jobs remotely will not lose pay if unable to work remotely during a short-term (1-2 days) reduction in operations.
Flint and Dearborn Leadership

Responsible for decisions and procedures, as well as the planning efforts associated with the reduction of operations on their respective campuses.

Temporary staff members working in non-critical service areas are not expected to report to work during an Emergency Reduction in Operations. Temporary employees are paid only for time worked.

Michigan Medicine Specific Guidelines

Michigan Medicine employees at the hospitals and health centers are designated as critical and are expected to report to work during regularly scheduled shifts whenever possible.

All Michigan Medicine faculty, staff and learners, including the Medical School, should refer to the Emergency Management Operations site for detailed information on the handling of emergencies, including response to winter weather and pay practices and policies. The site is accessible on Sharepoint from any Michigan Medicine computer or computer logged into the Virtual Private Network.

Notify supervisor if unable to report to work on-site as required by COOP, and if also unable to work remotely based on job duties.

Report appropriate exception time reporting code (e.g., vacation, sick, PTO, maternity, parental, etc.).

Non-Critical Employee

REG - Pays for time worked.

Note: If employee is filling in for a critical employee, then treat as critical employee worked.

REG - Pays for time worked.

ECA - Pays for hours absent on a day declared emergency reduction in operations.

Notify supervisor if unable to work remotely based on job duties.

Report appropriate exception time reporting code (e.g., vacation, sick, PTO, maternity, parental, etc.).
