SPG 601.42: Covered Visitors became effective on November 5, 2025. This SPG applies to the Ann Arbor, Dearborn, and Flint campuses, and Michigan Medicine.
Covered Visitors are defined as: An individual who (i) is invited or permitted by a sponsoring unit, a faculty sponsor, and/or a staff sponsor to engage with U-M’s non-public resources, whether in-person, remote, or a combination, for a period greater than or equal to 14 consecutive calendar days, (ii) does not meet the exclusions in the SPG and (iii) does not hold a U-M appointment. Covered Visitors may engage with the University for up to two years at a time (renewable).
The SPG is intended to balance central authority and direction with unit autonomy and establishes a minimum of what must be done to host a Covered Visitor. Units may develop additional policies, procedures, and resources to implement this policy for both Covered Visitors and other visitors who do not meet the definition of a Covered Visitor.
The Shared Responsibility, Authority, and Procedures Document (SRAPD) is a companion document to the SPG that provides resources for central offices and units.
The Covered Visitor Central Information System (CV-CIS) is in development through ITS. This tool will be used by units to record data about their visitors. Central offices will have access to data and reporting. Until this system is completed, Covered Visitor data must be captured via the interim solution for units that do not already have a mechanism to record data about their visitors.
Key Unit Contacts will be named by individual units as part of the implementation of the SPG. Key Unit Contacts have responsibility for administering the SPG and related unit-level policies and procedures on behalf of the sponsoring unit. The Key Unit Contacts will serve as a resource for a sponsoring unit’s Covered Visitors and central offices.
An eight-month implementation period is in effect through June 30, 2026 to allow units and central offices time to fully implement the SPG provisions. Unit implementation items include development of unit-specific policies and procedures (if desired), selection of Key Unit Contacts, an interim solution for capturing visitor data, and SRAPD resources, which may be adapted as needed for unit-specific use.
