TITLE: TURBINE OPERATOR - OPERATING ENGINEER DESIGNEE GRADE: E5

BASIC FUNCTION AND RESPONSIBILITY
As a trainee/designee. to oversee and coordinate Boiler and Turbine Operators in the operation and maintenance of steam boilers, pumps, fans, motors, regulators, turbines, generators and other mechanical equipment in a heating plant or powerhouse; to operate and maintain turbines, exciters, generators and feed water pumps; and coordinate and advise Boiler Operators of changes in load requirements.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES

As a trainee/designee, to perform the following duties under the direction of an Operating Engineer:
Monitor the operation of all plant equipment.
Evaluate and determine the need for changes in temperature, pressure or flow, to satisfy varying plant load situations.
Coordinate the loading and unloading of turbine generators, starting or shutting down of boilers, and general maintenance and repair operations.
Evaluate the causes of equipment malfunctions and take appropriate corrective steps or shut down machinery.
Participate in the training and direction of Turbine Operators and Boiler Operators in accordance with administrative directives.

RELATED DUTIES
Start up, synchronize, load and unload turbine generators.
Set and control steam and heating pressure through a switchboard operation, making adjustments via relays, switches and valves.
Check meters and gauges to monitor pressure and temperature of steam, water, oil, air, steam traps, reducing valves and water treatment equipment.
Observe gauges and meters to read voltage, amperage and kilowatts of generators and transformers. Record equipment operation and maintenance data.
Check oil levels of all rotating and reciprocating machinery in turbine room and pump room, and add lubrication where necessary.
Check the charging rate of plant storage battery systems.
Advise boiler room personnel of anticipated load changes.
Perform periodic rounds of inspection of heating plant, checking for proper function of equipment.
Inspect and adjust control mechanisms with assistance if necessary.
Clean, inspect and perform minor maintenance of equipment and facilities including oiling, greasing and the repacking of leaking packing glands.
Observe fire and safety precautions.
May direct the work of Boiler Operators or Turbine Operator Designees.
SUPERVISION RECEIVED
Receives supervision from a designated official.
May receive direction from an Operating Engineer.
QUALIFICATIONS

Graduation from high school or a trade school equivalent is necessary.
Considerable maritime or powerhouse experience with boiler and turbine operation is necessary.
Ability to tolerate high levels of heat and noise is necessary.
Considerable mechanical aptitude is necessary.
Considerable knowledge of the methods, equipment and materials used in boiler and turbine operations is necessary.
Considerable knowledge of the operation and maintenance requirements of high pressure boilers, turbines, generators and related equipment is necessary.
Ability to prepare and maintain routine operation records in necessary.
Considerable knowledge of safety standards and procedures is necessary.
Ability to exercise tact and discretion in relationships with others is necessary.
Physical ability to perform the full range of duties of the classification is necessary.
