TITLE:

INSTRUMENT AND CONTROL SPECIALIST DESIGNEE

GRADE:

BASIC FUNCTION AND RESPONSIBILITY

As a trainee/designee, to design, inspect, repair and maintain complex electronic and/or computerized plant control systems, steam and water heater pressure and temperature control systems, steam and waterflow metering systems and all component units of those systems.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

As a trainee/designee, to perform the following duties under the direction of an Instrument and Control Specialist, Operating Engineer or an Instrument Engineer-Power Plant:
Inspect, design, repair and configure microprocessor and/or central control computer system.
Disassemble units and repair or replace components, pipes, couplings and control devices, such as steam and water flow meters, combustion control receivers and recorders, damper controls, reducing valves and electronic based systems.
Assemble and install meters, gauges, controllers and other electronic or pneumatic instruments.
Coordinate the work of Instrument and Control Repairperson or other assigned personnel.
Set and tune the combustion control on boilers, drum level controls, steam temperature controls, turbine governor control, pH and pressure control.

RELATED DUTIES

Monitor plant operations and react to instrument and control malfunctions.
Coordinate and participate in the inspection of equipment function and manipulation of controls. Recommend the start up and shut down of plant equipment.
Observe equipment function from control room and perform periodic rounds of inspection.
Inspect and adjust automatic or manual equipment control mechanisms.
Coordinate and participate in the cleaning, inspection and routine maintenance of equipment and facilities including oiling, greasing and the repacking of leaking packing glands.
Report unusual or emergency situations to the appropriate engineer and aid in its correction.
Observe fire and safety precautions.
Install and replace tubing, valves, wiring and component parts in pneumatic equipment and electronic control systems.
Coordinate the disassembly and repair of reducing valves and desuperheating controls and devices. Maintain records on malfunctions, repairs and maintenance.
Maintain an inventory of parts.

SUPERVISION RECEIVED

General supervision is received from a designated official.
May receive direction from an Instrument and Control Specialist or Operating Engineer.

QUALIFICATIONS

Graduation from high school supplemented by technical training in instrumentation, or an equivalent level of education and experience is necessary.
Reasonable experience in maritime or powerhouse control systems or satisfactory and reliable performance as an Instrument and Control Repairperson is necessary.
Reasonable experience in the installation, maintenance and repair of electronic instruments and controls, including the operation and maintenance of computerized systems, is necessary.
Ability to tolerate high levels of heat and noise is necessary.
Considerable knowledge of methods, equipment and materials used in boiler and turbine operation is necessary.
Considerable knowledge of the operation and maintenance requirements of high pressure boilers, turbines and related equipment is necessary.
Considerable knowledge of pressure, temperature and metering systems is necessary.
Ability to maintain operation records and charts is necessary.
Considerable knowledge of safety standards and procedures is necessary.
Ability to exercise tact and discretion in relationships with subordinates and staff is necessary.
Physical ability to perform the full range of duties of the classification is necessary.
