U-M policies and programs

What University policies and programs might be helpful for me to know?

Throughout this document we refer to University policies, programs and guidelines related to concerns for mental health and substance misuse. You may want to become more familiar with them.

The document also refers to several University programs and professionals that are available to help you. If you are not already familiar with them, you may want to understand how and when to consult them.

Americans with Disabilities Act (ADA) Coordinator in the Office of Institutional Equity

The ADA Coordinator in the Office of Institutional Equity is available to consult about reasonable accommodations to assist eligible staff and faculty members perform the essential functions of their jobs.

FASAP/UMHS EAP

  • Counselors at the Faculty and Staff Assistance Program and the UMHS EAP are available to talk with you about personal or work related problems. They provide free and confidential short-term counseling (up to 5 sessions) and can also help you find a therapist in the community for longer term counseling. Employees on the Ann Arbor, Flint and Dearborn campuses are encouraged to call FASAP; employees in the hospital/health-care system should call UMHS EAP. Dearborn employees can also receive counseling at the Dearborn campus from Counseling and Support Services. FASAP and UMHS EAP records are not part of the Care Web system and are not accessible to individuals outside their own systems.

    You cannot be required to visit either service unless your supervisor, in conjunction with HR, is initiating proceedings under “Fitness for Duty.”

    You may use paid release time to attend the first FASAP/UMHS EAP session after arranging a mutually convenient time with your supervisor. If you wish to attend for more than one session or if you wish to go to FASAP/UMHS EAP without the knowledge of your supervisor, you can schedule the meeting on your own time or request the use of accrued vacation time.

Faculty Ombuds

The primary mission of the Faculty Ombuds is to enhance and facilitate even and fair interaction between and among individual faculty and members of all constituencies of the academic community. The Faculty Ombuds seeks to facilitate the resolution of faculty problems and dilemmas with respect to policy administration or conflict resolution by working closely with faculty and the faculty ombuds of the schools and colleges. When necessary or appropriate, they work directly with faculty members by investigating their complaints, academic dilemmas and conflicts, and helping them resolve their concerns.

Human Resources

The University has different Human Resources departments with which you can consult.

Unit-based Human Resources

Many of the schools, colleges, institutes and major administrative units have their own internal HR representatives or general administrators who have been given HR responsibilities. Because of the University’s highly decentralized nature, the structure of the departments and the responsibilities of HR staff differ among work units. It is a good idea, even if you are not experiencing difficulties, for you to know who your unit-based representative is, what responsibilities they have, and in what ways they may be able to help you.

If you are uncomfortable asking questions of your unit-based HR representative, you can talk with a representative from University HR (UHR). However, if you are inquiring about specific actions or processes within your work-unit, it is likely that the UHR representative will have to refer you back to your unit-based representative.

University Human Resources

  • Staff HR Services

    Staff HR Services serves the University, its management and diverse staffs in the development, implementation, interpretation and administration of human resource policies, procedures, practices and external regulations related to employment, labor/staff relations, and overall HR functions. Their consultants are available to talk with you, your supervisor and your unit-based HR representative regarding work performance and conduct issues. They can help develop approaches for providing workplace accommodations or adjustments as well as addressing inability or disciplinary issues.
  • University of Michigan Health System Human Resource Services (UMHS HR)

    The University Health System provides an office of HR specialists who provide a full range of professional personnel services including human resources information, human resources planning, management, employee relations, and labor relations. The units covered by UMHS HR services include the University of Michigan Hospitals and Health Centers, the Medical School, University Health Service, and Michigan Health Corporation. UMHS HR providess these units with similar assistance to that provided by Staff HR Services.
  • Office of Clinical Affairs (OCA)

    Professional health care providers can consult with OCA for assistance similar to that provided by UMHS HR Services for regular hospital/health system staff.
  • Academic Human Resources

    Faculty and other instructional staff can consult with Academic HR for assistance similar to that provided by Staff HR services for non-academic staff.

Mediation Services for Faculty and Staff (MSFS)

Mediation Services for Faculty and Staff provides confidential consultation and mediation to help address and resolve work-related concerns or disputes on the central Ann Arbor, Flint and Dearborn campuses. The mediator will help you identify and explore options for dealing with your workplace problem. If you choose mediation, a neutral mediator will facilitate a voluntary discussion between you and others to try to resolve the difficulties you are having. Telephone or in-person consultation appointments are available both during and outside of work hours.

Mediation services for faculty and staff in the Health System are available through the Office of Organizational Effectiveness in UMHS HR at (734) 936- 2468.

Office of Institutional Equity (OIE)

OIE serves to ensure that campus work environments provide mutual respect for all employees. OIE offers Campus Commitment, a University-wide educational program that provides definitions of discrimination and harassment prohibited by University policy, contact information for University resources, and ways to report concerns. OIE staff investigate all reported allegations of discrimination or harassment.

Office of Safety and Environmental Health (OSEH)

The individual who serves as the UM Drug Testing Officer and the Commercial Driver’s License liaison for Department of Transportation requirements is located in OSEH. This office also provides booklets and a video about substance abuse and guidance for talking with individuals with possible substance abuse problems.

Work~Connections

Work~Connections staff are available to consult with you regarding medical absences. Their staff will receive and review documentation from physicians and qualified psychologists, and liaise with them regarding diagnosis, treatment plans and progress as well as the duration of the absence. Along with counselors from FASAP and UMHS EAP, they are available to consult with you regarding return-to-work preparation and issues.
